2009 Comprehensive Plan Update Public Hearings

The 2009 Comprehensive Plan amendments and related items will be heard by the City Council at public hearings on Nov. 30, Dec. 7 and Dec. 14, 2009.  The items to be considered during the process are:

  • Downtown Business District Subarea Plan (adoption)
  • Bicycle, Pedestrian & Trails Plan (adoption)
  • Habitat Management Plan (adoption)
  • Transportation Plan/Element (update)
  • Capital Facilities Plan/Element  (adoption/update)
  • General Development Element (update)
  • Land Use Element (update)
  • Critical Areas and & Shoreline Element (update)
  • 3rd Street Rezone Application (decision)
  • Modification of pre-zoning in Annexation Area and creation of a new zoning district for the Annexation Area (adoption)
  • Commute Trip Reduction Plan (adoption as an appendix to the Transportation Plan)
  • Amendment of MMC 10.24 – Commute Trip Reduction (update)
  • Interlocal Agreement with Community Transit to be lead agency responsible for implementing and administering the city’s CTR Plan (adoption)

The first City Council public hearing will be at a special meeting 6 p.m. Monday, Nov. 30.  On the agenda will be the:

  • Commute Trip Reduction Plan, code amendment and interlocal agreement with Community Transit;
  • Downtown Business District Subarea Plan; and
  • 3rd Street Rezone.

During the regular meeting, 7 p.m. Monday, Dec. 7, the public hearings will consider the:

  • Capital Facilities Plan
  • Transportation Plan
  • Bicycle, Pedestrian & Trails Plan
  • Habitat Management Plan

Then, 6 p.m. Monday, Dec. 14, the final Comprehensive Plan amendment public hearings will take place to consider:

  • Code amendment to create a new CB(S)-2 zoning district for the annexation area
  • Amending the zoning map to prezone certain parcels in the annexation area as CB(S)-2; and
  • Amendments to the General Development, Land Use, Critical Areas & Shoreline, Transportation and Capital Facilities Elements of the Comprehensive Plan
